IRC Evaluation of SV Funded Emergency Drought Response Programmes Expression of Interest
Background The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. Started in 1933, the IRC now operates in more than 40 countries worldwide and addresses both the immediate, life saving needs of conflict-affected people in an emergency and the reconstruction needs in post conflict societies. In Kenya, the IRC serves refugees in the Kakuma and Dadaab (Hagadera) camps and vulnerable populations in the Turkana region and in Nairobi. The IRC implements programs in the areas of comprehensive primary health care, nutrition, sanitation and hygiene and HIV/ AIDS. IRC seeks a qualified consultant for the e valuation of SV Funded Emergency Drought Response Programmes implemented by the International Rescue Committee & International Medical Corps in Kenya. Duration: 16 days Purpose of Evaluation The purpose of the evaluation is to assess the suitability of the operation and assess the degree to which the objectives pursued have been achieved and whether the means employed have been effective Through this evaluation IRC, IMC and SV want to get external feedback on the relevance, timeliness and effectiveness of the emergency response for the influx of refugees in Dadaab refugee camp as a result of the drought in the Horn of Africa. The evaluator should pay special attention to beneficiary satisfaction during the process of the evaluation as well as in the conclusions and recommendations. The conclusions and recommendations will be used for further learning and improving emergency responses
